The documentation in the in the Quest Development Studio for SharePoint Training Guide  states that the Check User Access” feature  

“…only works if the URL points to a SharePoint site.  “

<p>Yes, the   "Check User Access" feature   of the Quest Panel Menu can be used for lists as well as sites.<br/> It was not designed with this in mind but development thought this should work too. It did for the client that tried it out.</p>
