Getting error: “The website declined to show this page” when uploading a picture using Image manager.

Cause

<SPAN style="FONT-SIZE: 11pt"><FONT face=Calibri>A SharePoint Site Owner (who is not the application pool account) is not able to upload images using Image Manager due to access denied when writing image file to a temp folder, where the file is stored before saving to SharePoint.</FONT></SPAN>
